Advice needed for potential website idea

Hi all. Need some advice for a website I'd like to develop. Don't want to give too much away though, but I'll try to include as much info as I can.

I don't know how to code, and I don't have loads of money to pay a company or individual to develop it for me, also don't have a lot of time available to learn (studying in my current career field takes up most spare time), so I reckon I have 2 options. First, get a company like WebPartner to develop the site, and pay them monthly, which might still end up being quite pricey. Second, use a sitebuilder from a hosting site to do what I need.

Basics of the site:
1. Classifieds type website
2. Needs to have ability to search nationally by province, regions, suburb, etc
3. No e-commerce on the site, so purely informational
4. Would like to add non-intrusive ads just for some revenue, even if it is minimal
5. Mobile friendly

Any good options out there for hosting which includes a sitebuilder that is decently capable? Would need to be easy to use and publish. I've looked at axxess and afrihost, would either of them work?

Ive tried the afrihost site builder a few years ago and it was not user friendly nor had what I wanted functionality wise.

Have you looked at free site builders like wix or a wordpress platform? You can also always download website templates for Adobe dream weaver and build/edit the site yourself, but you'd still need to put in alot of configuration and then also have to get your own domain to upload the site to.

There are many free site builders, just do a quick search on Google.

2. Needs to have ability to search nationally (It's tinder for horses isn't it?) by province, regions, suburb, etc

3. No e-commerce on the site, so purely informational (well technically you would charge them to list on the site, or be featured, so it would be some sort of commerce)

4. Would like to add non-intrusive ads just for some revenue, even if it is minimal (premium sub to remove?)

5. Mobile friendly (It might actually be Tinder)

This is at least a R25k site, owing to all the things that need to happen for the above to exist dynamically and for longer than a month. Either that or a tidy monthly sum
 
If it's pretty generic functionality then there's probably a WordPress plugin for it.

I'm open to doing projects as a partnership if the other partner has the connections or market expertise to ensure a revenue stream after launch. Feel free to PM me if that's you.
