Advice needed: How to track employee internet usage.

It looks like you are looking for a network solution rather ran a business solution to productivity. If you were looking for a business solution to worker productivity I would suggest an application that i built which covers all bases when it comes to worker productivity. Its a web-based system of user reporting/worker reporting that is automated around working hours and productivity. It runs with ajax and prompts users to provide a workflow report on productivity when the application is schedjuled to prompt the user for a report. You can set it for hourly or daily or whenever you would like productivity reports. Even if your staff are blocked from accessing the web and they end up using the web through mobile devices, the system is designed to keep track of all activity through reporting. The nice features about my application that i like most is that, you as admin can pull reports and compare productivity on a daily, weekly, monthly basis or whenever you choose and if productivity reports are outstanding, you can simply click to send an e-mail to that user prompting them to submit a report. All you are actually doing is just letting your employees tell you what it is that they are doing all the time and you can access their data remotely. Yes i know I'm selling but it works for my business, let me know if you are interested in checking it out.

Glad I'm not working for you. From my experience this kind of micro management never works for long.
 
I agree with spiderz.
Use PFsense , IPCOP , Smoothwall or untangle.
Either way you gonna have to use a box as a gateway unless your router/firewall supports exporting of syslog/log which you can then analyze.
Why don't you look on your router and see if you can put QOS on high bandwidth sites like youtube and rapidshare.
That should sort out your problems :-)

We are using Time Doctor at my work. A quick info: it monitors the web sites visited by the employees DURING work hours ONLY and then sends this information to the manager AND the employee in a simple weekly report into their email. So we are allowed to use the internet for personal use (checking personal emails) DURING breaks. And I am happy with that setting. :D :D :D

Also make usuage public, self policing is the best.

I would publish/print a list each week and that alone can get everyone in line.
