Advice on what to learn to program in

I want to start to develop my own package to use in my office, I would like to have similar functions than what the following programs have to offer

I want to combine it with a job card system; basically I want to be able to develop my own custom office management system. Database / web enabled

What packages or code must I learn PHP, C+, Java Delphi?
Open Source development options would be great.

Wow, you want to move to I want to learn to program to creating that. LOL that is quite a leap, kinda like I can't change the oil on my car but I want to build this (then you link to a picture of a Ferrari).

Anyway, I'd use PHP if I were you.

.NET you are locked into Microsoft/Windows and the tools are seriously expensive, you can only get so far with the express editions.
Java is too heavy weight and complex for that project.
PHP is open source and free, even used on large scale web-sites (IE. Wikipedia runs on PHP in part), easy to learn and use (even more so than .NET in my experience).

Google EasyPHP (its a development tool) and also Eclipse PHP (an IDE, that is integrated development tool). I picked up PHP by browsing W3Schools (google), they have a section on PHP that I found simple and quick, but I was already a proficient programmer so some things I might have just tried (because it made intuitive sense). Either way I started the morning for the first time in PHP, the next morning 8am I had my own working forum (not entirely as powerful as MyBB but it had threads, posts, forums, users, user pics, admins, replies, AJAX). Was the easiest I ever learned a new language. Quite a pleasure to use and very quick to accomplish anything simple (relatively speaking you can do quite a bit in PHP).
 
I'd use PHP as per above. The reason is that I would find a working open source product which meets MOST of your requirements (I use osTicket.com). Then you'll have working product which you can modify to your own needs...
 
+1 for PHP. It runs most of the world's sites and only gets a bad rep from hardcore Bill Gates fans.

You have to start somewhere…
My dad told me I will never be able to grow my own mushrooms, a month of research and You Tube and what do you know I grew some oyster mushrooms…
 
I've never read an actual book on PHP, but all you have to do is google "PHP tutorial" and you'll have more info than you could ever read!

Also, as I mentioned before about getting an open source piece of code, you get to learn from what some other ace developers are doing!
 
+1 for PHP - have you any programming experience? If not, you're probably going to be better off starting with getting to know the basic programming concepts. However, choose your language of choice first, then look for tuts starting from the very basics of programming in that language. It'll make it that much easier.

Good luck with this. there's nothing like having an actual project to get you going.
