Double the RAM on both.

I'm not a LITEON fan but I consider DVD ROM to be consumable. Why not a DVD Writer?

Would also prefer i7 chips but that will push up the cost.

Bit of an overkill, just used for office work.
 
You might hit me over the head for this, but I always wondered how those Windows 10 sticks would work as a standard office system. You know, word, excel, internet and pastel. Those connected wirelessly to a server would rock I think. :) If everything is in the cloud then I suppose you can get away with the bare minimum.

I did tell him rather go i7 initially but I have bought stuff for so long I don't know what's the best advice

Honestly for internet, email and pastel only you don't need more than a i3. Go i5 if you think he might need more power later.
With the money he saves put a bigger ssd in and 8Gig RAM.

I'd go for a Intel or Samsung EVO SSD. Adata isn't bad but if you get a bigger one and make it the only hard drive make sure to get one that has equal read and write speeds. Atleast 450/450.

Point in case. A client of mine has a non SSD back office i3 machine which runs 2 x POS virtual machines and she uses it for daily admin also and it runs smooth.
