A report on financial irregularities in Madibeng recommends that criminal cases be opened against its municipal manager, and the heads of corporate services and IT, AfriForum said on Thursday.

The document alleged that municipal manager Monde Juta, corporate services head Andrew Modise, and IT head Xola Magwala were at the centre of financial malpractice at the municipality, AfriForum North West organiser Ian Cameron said in a statement.

"We will have to act, because government is still refusing to take steps against the offenders," he said.

"According to the report, they facilitate and create an environment for corruption to thrive."

Cameron said AfriForum had decided to make public the report, which was compiled by a task team appointed by Co-operative Governance Minister Richard Baloyi.

This was because council speaker Buti Makhongela had withheld certain information in the report from the rest of the council.

He said AfriForum would ask the National Prosecuting Authority to prosecute Makhongela for manipulating the report.

The Madibeng municipality said on Thursday it was not aware that the report contained names and allegations against certain individuals.

"The minister's report tabled to council on 14 June 2013 recommends that an investigation be concluded on all alleged acts of impropriety," municipality spokeswoman Lebogang Tsogang said.

"Nowhere does it mention specific individuals and recommend sanctions."

She said the support team appointed by Baloyi would conduct investigations in the case of implicated officials.

It would be improper for the task team to recommend that action be taken against individuals without giving them an opportunity to respond to the allegations, she said.

In general I would say afriforum is a bunch of tossers.

+1

Havent found anything of real value in their right wing political but not political group.

Theyre slightly above the ANCYL in relevance to South Africa.

Also a lot of their supporters seems to be right wing libertarian (tea party types)... so yah. Not my cup of tea.

While I agree that AfriForum can often be a bit whiny and overdoing the rhetoric, I still think they do useful work. They often take on issues that other groups don't want to and get results. They also don't fling poo. :p

In this kind of environment we need to protect & encourage whistleblowers, not diss them 'cause we may not agree with their views 100%.

They're uber-ultra-super-duper-rightwing types, didn't you get the memo? Any good work they do and results they get is purely do to your overactive imagination. Don't come here with your objective tendencies.

They aren't my cup of tea ether, but on the face of it that they are seem to be doing something.

This report is only a tip of the iceberg, the whole municipality is corrupt and broken. The roads connecting the smaller towns here in Hartbeespoort are badly potholed. Its so bad that the municipality removed the tar and we now drive on gravel dirt roads in one section. A few big wigs went to Russia last year even though theres apparently no money. Madibeng municipality is ultra ultra ultra racist. If you walk in there and white you can just forget about it. Starting in May there are guys walking around switching the power off. They claim,"You havent paid". You provide proof you have paid but they dont care or listen, you power stays off. You have to pay R600 to get it connected again. This was also investigated and found to be illegal and corrupt. They made mega bucks

No one cares about us and AfriForum are the only group doing something instead of just talking. I have no confidence, no optimism or no hope for the future.
