Correct me if im wrong but that phone will not use any data unless BIS is activated?

Find your way to TCP settings (Device>Advanced System Settings>TCP IP) enable APN and set the APN to afrihost (no user name or password) that should do the trick...

You are wrong! Certain BIS enabled Apps might give grief but browsing and tethering all work fine.
