Afrihost - strange local latency issues

Why do some local networks on this list have almost international levels of latency?

The high latency is with providers like Internet Solutions, Web Africa and Telkom and the lower latency at with providers like Hetzner, Afrihost, Axxess and Mweb. Its just an unusual group I am trying to wonder where this is happening.
