Went through the same thing with Diablo 3, after back and forth with AH support and getting nowhere i posted here. Afriguy got Critical care to help out and even then it was still not fixed.
I'm not a heavy downloader, just a gamer. Having uncapped is nice as you never know how big patches etc can be. My steam dl's are on average 300mb/day, sometimes there're patches that are a few GB.
After having an account that was unusable for its intended purpose for a month, i fixed it myself by cancelling.
