Hi guys after port reset my attainable rate is still high not sure what will be the cause all help will be appreciated thanks

You're on a 4Mbps line that can do 10Mbps, I don't see the issue?

Heh? what is the issue exactly ? higher the better ...Don't you maybe mean high attenuation ?If so it is due to the distance from you to the exchange (nothing can be done to help it lower except move closer )

When I go to the coverage it says vdsl up to 4mb also my ping is at 22 my down speed only goes up to 3.40mb and upload to 0.60mb

Probably connected to a VDSL exchange but you are to far to get VDSL speeds( 20mbps ,40 mbps)
