Agasa FTP site only allows 1 connection?

I'm downloading SP3 from the AGASA FTP and it's only coming down at 50KB/s on a 4Mb line using a download manager that does mulththreads.

Does AGASA only allow 1 connection at a time?

What speeds do you guys with 4Mb lines get on this FTP?
