Airtime Transfer

I did a search and got an answer but it was from 3 years ago so I'd just like to check if it's changed.

Can you transfer airtime from MTN prepaid to Vodacom prepaid?

The airtime vendors have to buy airtime from each network separately and its not a pooling system. (Our company does pinless airtime)
