Aluminium window frame installation - correct way

We recently had a company replace steel frames with aluminium frames to make the windows safer..

For my unit, this is how the aluminium frame is installed:

Old frame cut out
Aluminium frame wedged in place
2x 8mm wall plugs on either side of the frame, none top or bottom
Plastered around the inside where gaps remained and plastered the outside bottom of the frame

The supervisor mentioned that the screws are not for holding the frame in place and that it is there to position the frame.. the plaster is meant to hold the frame in place..

The overall workmanship is shoddy at best, but my concern is, whether the frame has been correctly and safely installed and per building regulations.. one of the other units have two screws holding the frame at the top, while I guess mine doesn't because it seems the frame interferes enough with the edge of the hole in the wall, for them to think it not necessary to have screws at the top..

Name and shame
 
Mine were put in with a few more screws. I suppose the size of the window matters. Mine had screws on the top as well, not sure about the bottom.
Did they have decent (rotary) drill to drill into the lintel?
Also wedging it into place is not a good idea, it must fit more are less freely. The frame can otherwise buckle if it large windows.
