Since my mom is due for an upgrade next month is it possible to get a older phone (Samsung S4,which should theoretically cost less) and then increase the package to allow more data into the bundle. Because she almost always runs OOB.

If they do have the handset available, on a lower package...yes...but why not just activate Afrihost APN on her sim?

Contract you just bolt it on the sim card.

Instance I'm on the 10GB package for R497, but I get 10GB + 10GB.

You can actually get cheaper deals through some providers.
My mother-in-law looked at Afrihost packages and still get's cheaper data on MTN.

I can't remember the exact package but we did the research and MTN was cheaper for her.
It wasn't a huge package or anything though.
