Amateur Radio Licensing Errors

I wonder if anyone is aware of this error. I have tried unsuccessfully since 2004 to receive a reply from ICASA around this problem.

In 2004 I painted out this error to Mr M. Mchunu of ICASA and Mr P. Mshomi of DOC and in spite if this the regulations were promulgated with this error which has some serious practical implications for all operators and leave a sense of not being property thought through before promulgation in 2004.

I to refer to Chapter 3 Reg (4) — Glass A2 (Restricted) license (ZR CEPT — 2). This CEPT TR61-O1E was deleted in October 2003 thus there is only a CEPT or NON-CEPT type license.
ICASA and DOC were aware of this at the time in 2004. It can thus be deducted that the Class A2 license should not have been written into the regulations.

The regulations should only have reflected a Class A (ZR and ZS) and Class B (ZU) respectively as the Class A has complies with CEPT TR61 -OlE and TR61-02E as amended in October 2003 and the amended ITU regulations.

I am have written proof that the UK licensing authority OFCOM equal of ICASA confirms that my Class A HAREC (Harmonized Amateur Radio Examination) certificate will and can be exchanged for a Full reciprocal (Un-restricted) license on emigration or as visitor to the UK with no assessments as required by the present error in our regulations.

As visitor to the UK I returned to the RSA my country I now need assessments to operate unrestricted.

I am not a member of the SARL (ONE OF THE NATIONAL BODIES) or affiliated clubs out of choice as any consumer has the choice to buy or not — Cavit Emptor (Let the Buyer Beware). The low membership of this organization is indicative by the large non membership. The input of the SARL was part of the problem in the current regulations. When they had the oppurtunity to correct the licensing regulations they failed by playing politics - minority domonates the majority non-membership.

I wonder when we will be able to see a correction to this error? In terms of the ECA Act (Section 95) there is another window of opportunity to correct any errors.
