In the past items couldn't be shipped to SA because of sanctions.
These days they can't be shipped here because they get stolen or lost along the way. Gotta love it!

So is that why the same goods cant be shipped the Netherlands / Sweden / Switzerland / Australia / etc from US Amazon? Are their postal services also so shoddy?
The reason is actually a combination of manufacturer restrictions, warranty issues and federal law.
Amazon did ship to SA and then they stopped. http://mybroadband.co.za/news/internet/4156-amazon-cuts-shipping-to-south-africa.html
The majority of items in Amazon's product catalog (automotive, baby, clothing, consumer electronics, health and personal care, home and garden, industrial and scientific, jewelry, pet supplies, shoes, software, sporting goods, tools, toys, video games, and watches) can be shipped to the following countries:
•Argentina, Australia, Austria, Bahrain, Belgium, Brazil, Bulgaria, Canada, Chile, China, Colombia, Costa Rica, Cyprus, Czech Republic, Denmark, Egypt, Estonia, Finland, France, Germany, Greece, Hong Kong, Hungary, India, Indonesia, Ireland, Israel, Italy, Japan, Jordan, Kuwait, Latvia, Liechtenstein, Lithuania, Luxembourg, Malaysia, Malta, Mexico, Monaco, Netherlands, New Zealand, Norway, Oman, Panama, Peru, Philippines, Portugal, Poland, Qatar, Romania, Saudi Arabia, Singapore, Slovakia, Slovenia, South Africa, South Korea, Spain, Sweden, Switzerland, Taiwan, Thailand, Turkey, United Arab Emirates, United Kingdom, Uruguay, Venezuela
You spoke about federal law, warranties etc being the reason. That article indicated that it was actually fraud that was the problem.
