Maybe. Depends on the camera used. Some have IR filters others don't. e.g. A cell camera does not, a Nikon DSLR does. Can't say, but I'm thinking they will have IR filters installed.
Either way it would be fairly easy to retrofit IR filters if necessary.

Yes it will. The problem is the control room will see a bright glare eminating from where your plate should be and send the metro to investigate...
