Analog to Digital migration - multi unit developments

Assume here: apartment buildings, townhouse complexes, residential estates etc.

The vast majority of these developments have communal systems:
1) old analog TV aerial system.
2) satellite system.
3) fibre

I was asked by someone last week, what is required for these developments to do the migration.
This resulted in varying and conflicting opinions.

I then spoke to someone at Sentech, who seemed to make the most sense.
As far as he knew, all that was needed was an upgraded UHF antenna to be installed, then feed the signal through the old "analog" aerial system.
Residents with digital TVs would then re-tune their TV sets, those with old TVs would need a set top box / decoder.

There was a big proviso :
Many people / most complexes have the majority watching satellite feeds - dstv & open view.
Because of this, in many instances the original aerial system had been abandoned in favour of satellite, as a result, these old systems have suffered neglect and lack of maintenance.
That being the case, there could be quite a bit a repair work needed on these older systems.

Anyone have info or experience on this migration & the requirements for multi unit complexes?
 
I asked 6 months ago (the last deadline), and the response was mostly apathetic. The number of people using analog TV is diminishing every month (mostly satellite), and investing in expensive infrastructure for the small number is a diminishing return. In particular the old-timers will have ancient TVs with no built in decoders.

Our block has a combined VHF/UHF antennas and an amplifier for the communal aerial. However nobody has tried to use a DTT decoder on this signal. (I don't think any of the old MNet decoders work either).

I should have investigated this myself personally (meeting all the ancient criteria), but have not found a local retailer selling set-top boxes...
