ANC envisions broadband access for all

what this hopefully means is that the minister has the political will backing his promises and that his promises reflect work already done but stunted by a lack of political will.
 
So where's the distinction between the ANC, DoC and ICASA here?

To achieve the 50% Millennium Development Goals (MDGs) all network operators will have to invest significantly in the rural and deep rural areas, which are so far off the profitability table it's laughable. No-one in their right mind will invest in these areas if they apply sound business principles.

How do they propose to incentivise these companies? At around R50 000/year loss (for about 10 years) per customer in deep rural areas, the incentive had better be bloody good!!!

Broadband Infraco have (had?) a mandate to provide backhaul to these areas. There is no way they can make it profitable, even if they cross subsidise it with turnover from leasing backhaul links on the major routes and urban areas.

So where will the money come from to achieve the MDG of 50%?

Last I knew all the network operators had some form of public access obligation in their licences, but they all bypass it by using payphones and spaza-type facilities. How will the Pyramid of Power (ANC/DoC/ICASA) convince these operators to roll out services in unprofitable areas?

Oh, yes... what is the definition of "broadband"? Looks like they say it is "256kilo bytes per second" DL...

256 kilobytes per second is actually pretty damn quick - that equates to 2megabits per second. I'm thinking they probably just don't know the difference between a bit and a byte. In which case 256kilobits per second is very slow...

That's why I quoted as-is! They want 50% of the SA population to have access to 2mb by 2015 !!!!
 
That way the rural people can watch youtube in an attempt to forget about the lack of basic necessities like water and food. Really visionary stuff there.

This smells like another tenderpreneur sponsorship scheme, just like the Set-top box business. Unnecessarily tech solutions aiming to fulfill a low priority need out on tender to the highest bidder. The main difference is that the Set-top box business was technically easy...hell DSTV pulled it off years ago while raking in massive profits. This on the other hand is super ambitious even for competent & stream-lined player.

Telkom can barely provide ADSL to 500k people. Thats for people paying rip-off prices using existing infrastructure. Now they want to provide internet for 100x as many people, with +- no existing infrastructure to poor people who can't pay. o_0

Its all cadre deployment, but there is a distinction....the logos on their business cards.
 
Looking at the 3 main goals, I fully support 2 of them. The rural areas really need wireless broadband access, as they will never have fixed line broadband in our lifetimes. But do not use the voice frequencies for broadband, unless we are allowed to use voice over ip on these without penalties.
 
Blah, Blah, Blah..... Blah. I would not trust the ANC government as far as I could pitch them with a bungie cord.

When they get rid of their shares in Telkom and get ICASA to actually start doing stuff... then we know they mean business.

Until then they can fart in a sock as much as they want.
