ANC farm development plans?

Surely the Cell phone companies have some blame here? The theft of cell phones seems to be on the increase. If the manufactures of the phones and the network providers instituted measures where stolen phones can be totally immobilized, then this would not be a problem.

At the moment the phone is just taken over the border, or simply used with a pre-paid card in SA. Make this law in SA with huge fines, and Cell phone theft will be stopped in tracks!!
 
Its more of a thing of a guy got murdered for his cellphone. Even if they immobilize phones like you say, it will just make the phone useless and the government wont do anything too capture the criminals.

That's true, except in this case the motive wasn't the cellphone, the motive was hate-based slaughter. Stealing the cellphones is just to give these obvious executions a thin veneer of "oh look it was just a robbery". (The old government used to do this too, btw, try to make their executions look like robberies.)
