* International access speeds is throttled
* impact on local access speed

From the very same page, higher up:

# 3GB Shaped

Should you reach your cap with this option the capping rules change slightly – you will be assigned a new IP range which will put you on a throttled international link. The international service could be non-existent, since it depends on the amount of capped subscribers on this link and will therefore become increasingly slower as the month progress. Once capped your local bandwidth will remain as is and you will still have full access to any local sites and email hosted on local servers. Please note that this does not apply to sites with international links.

I suspect it may just be a typo (i.e. it's missing a "no" infront of the sentence).

Yup. If they changed it, it will be really sad and cruel from Telkom's side.

No reason for that apart from being bungholes!

;)

If this is what they say, then they are contradicting the TV ad which clearly says "for fast, reliable, ALWAYS AVAILABLE internet access"

In my books, and the ASA's books, ALWAYS AVAILABLE is the opposite of NON EXISTENT.

Someone keen to lodge this compaint?
