People don’t realise the absolute genius in appointing De Ruyter followed by Nyati. Long term, Nyati would never have succeeded without De Ruyter, not because of De Ruyter’s competence, but for reasons I will explain below.

The one thing you have to remember is that Eskom’s payroll is full of human bloat. These people don’t do their work in exchange for payment, they just bank the payment and only do the work if they feel like they owe you a favour. So just appointing a good guy isn’t going to make them work. First you have to make them suffer, wait for them to complain, and then remove the suffering. Only then will they feel kindly disposed to you and do their jobs for a bit. It’ll all last a short while and then you have to make them suffer again to continue the cycle.

Eskom abuse only peaked in his time, he neither caused it nor its acceleration. At worst he added a further delay to the "turnaround".
