They deserted dessert names after Pie (Android 9). My guess is they couldn't think of an English name starting with Q.
Yup but 10 is now the old OS, 11 is the new one so it would be R

The naming convention couldn't last forever, it put pressure on having big feature updates rather than quality of life ones and, as you point out, Google would be scraping the barrel anyway for underwhelming names. Makes sense to just ditch it.
 
Brands won't do it because it, why would you buy a Samsung Galaxy S20 if the S10 is still functional and has 11?
Most who upgrade to latest would have upgraded anyways, they get handed down, so allowing for 4 instead of 3 years of patches will make the family member they give it to pretty happy and they'll have a good impression of the brand.

You'd think that, but that's never how Android works especially if it's true OEMs have to pay a license for every new version.

Would be nice if you can back that one up please, is interesting. I kind of doubt it as you pay a fee for the Google Services license based on the ppi of the phone, would be strange to charge again for it as you'd only need a handful of devices tested to say this is the change. Plus most of the updates should be using Trebble, so no low level changes.

Android itself is free, it's the google services they've got to pay for.
