I just want to know if there is any way to download android market apps to my PC and then install it on my phone, because I don't have a data plan on my phone and it gobbles up my monthly R200 at it's vicious R2 a MB speeds. I have a Galaxy S2 and I don't have WiFi access.

Legally:
Only way I know is to get a cheap WiFi router for about R300 and share your connection at home. Hell I would even advise it without the app issue, just to get a better Android experience.

Apktops..com is legal, if payment is required it takes you to android market.
 
If you PC has internet access then just connect the phone to the PC with USB cable in passthrough mode thus the phone uses the PCs internet.
 
I dont think its possible.

You can share the phones internet to the PC, not the the PC's internet with the phone, to do that the Phone would need to have USB host port and the PC needs to be a client, well thats my understanding.

Only way I know to share is to have a WiFi router or if you share from the pc using ad-hoc WiFi a rooted device as Android does not allow you to connect to ad-hoc networks.

Buy data bundles. Not much cheaper, but definitely better than R2/MB.

I bought 250MB in November and it lasted me till end of December. I mostly use WiFi though.
