Android on the go question

I have a question. I connect a 8 or 32 Gig stick to the cable and it works fine. Then connected a 2Terrabytes drive to the android phone and you realize that the big drive are drawing to much current, or wants 5 Volt.

So can you connect a Big drive to the phone, or must you connect the charger to the phone. I know a usb use 5 volt, but the phone's battery is 3,8 volts.

Not sure how you're going to connect a charger to the phone while using the usb port for the HD...
