Android Pie downloads and installs get stuck

Reaching out to hear if anyone has had the same issues I've had a with a new phone (Samsung A30) with Android 9 os. I find app downloads get stuck at 99% and if the get to 100% they get stuck on installing. I've have followed all the protocols like clearing cache and data for google play store, Google services and download manager. I have tried reset and have also flashed a fresh android pie install. I have also switched off all the suggested apps etc to no avail. After loads of frustration I eventually found a working solution which is pretty bizarre. Switch off bluetooth and restart the phone and voila. I don't understand why but it works. I think the problem lies with download manager as downloads of mail attachments have same problem. Has anyone figured out a solution to this?
