Android USB dongle + Airtime

A friend is using a Cell C USB speedstick + PPP widget on his tablet to connect to the internet where there is no WiFi and it works great, just one snag and here comes the question:

Is there a way to load airtime + convert via the OS? I know you can load it via internet banking but it lacks the *147# conversions.
I know USSD apps work with normal tablets with build in 3G, but do not know if it will work with USB modems.

Second Question: Is there anyone that use USSD apps and can recommend one for it?

Cell C should provide a way to convert airtime to data bundles via their web interface (IIRC Vodacom allows this). It this stage it seems like they still aren't.
