Angor DMS fee

I got an Angor bill on the 22nd Jan for my levy and due to a work emergency I missed the email and forgot about it. First time this has happened. On the 10th Feb I then got a demand letter from a company called DMS who is Angor's collection agent for the full amount plus R20 for the letter that they emailed to me. I was like fine, my mistake, I will pay your R20. Then on my current bill that arrived today I see they are charging me another R230 odd as a collection fee.

This is BS. I was under the impression that by SA law one had 30 days to pay a bill like that before fees can be levied and I paid in full way before then. Also there was no warning before they charged a significant amount of money. Is this even legal?
 
I have. According to the Paddock people who are the local experts on sectional title they managing agent is supposed to remind you at least once before handing you over for debt collection to ensure its not a mistake. Not sure if that is law or just common decency but they published it here:

See point 2. Anyways, I suspect that we will be ditching Angor soon at my complex as they are dropping balls all over the show and this kind of crap is typical of the way the work.
