animated gif/jpeg maker

I need a free animated jpeg or gif maker that will work on OS Lion, also I need one where you can instruct the gif/jpeg to animate when the mouse hover over, not after a time lapse. Any pointers will be appreciated.

I've heard of animated PNGs, but animated JPGs is new to me.

For GIFs, I have an app called GIFQuickMaker. Available on the Mac App Store. Haven't had time to play around with it yet.
