Animation video software?

I've just seen this video of an animation which was really simple but it's something I'd like to do.

It was an animated person onstage just talking, like someone telling a speech. The character looked just like the person in reality. This isn't for anything professional but just for personal use.

Is there any software that can do this? And doesn't have a steep learning process.

I found a few but they seem real complicated.

2D, it was a simple one.

Had a character on stage talking (voice over). This is exactly what i want to do.

Also try OpenToonz, was used by Studio Ghibli for their animations: https://opentoonz.github.io/e/

EDIT: Pencil2D also looks promising: https://www.pencil2d.org/

There is also Adobe's Character Animator CC. Off course it is not free, but it is very powerful. You can drive your character animation even real-time using a webcam. But it is only really an option if you plan on making money with your videos.
