Annoying problem...PC restarting on shutdown

So as the header says, I have a PC here that keeps on giving hassles. It has a brand new Gigabyte G31 motherboard, as well as a new 370W PSU put in. Now, everytime I click on Shut Down in Windows, it will say logging out, shutting down and everything else fine. The PC powers down, screen goes blank, and the fans stop spinning. The moment the CPU fan stops revolving, the PC powers back on. I have checked every BIOS setting, disabled the automatic restart in Windows XP and swapped RAM and power supplies to no avail. Is there something I'm missing? I also pulled out the power button cable as I thought it might have been dirt but also no luck.

I'm getting very annoyed with this problem right about now. Is there anything I am missing? The BIOS settings such as wake on event, Power on Function, wake on alarm are all disabled, FWIW
 
2 things i'd check

If the Power-button connection from the case to the board my be shorting
Wake-on-lan/com port/usb enabled in bios
 
Agree with the BIOS idea, your answer probably lies there. Try a load to failsafe defaults.
 
I'd say that it is a BIOS option that has to do with the Power Management.
I have already tried that, disabled all the BIOS options that are related to shutdown and events, power management, etc. Also I forgot to mention, it's a fresh installation of XP.

@Cerebus, as in my post, it does start up, it just starts up right after the CPU fan stops turning if I hit shut down.

@PsyWulf, as I have mentioned, I tried disconnecting the cable to the button that turns on and off the PC, and all other wires there for good measure. All the Wake-on settings are disabled.

@South-Bit, I have tried optimized defaults, tried removing the CMOS battery for a while, and failsafe defaults. No worky. Pretty weird problem I have on my hands
 
What happens if you start up in safe mode and then shut down?
 
The BIOS supports ACPI, so that is one variable we know.

I was pondering...maybe I should do a BIOS update, flash it and see what it does?

...under the BIOS Power Management Setup tab, here are my settings:

ACPI suspend type - S3(Suspend to RAM)
Soft-off by PWR-BTN - Instant-off
PME Event wake up - Disabled
Power on by Ring - Disabled
Resume by Alarm - disabled
HPET Support - Enabled
HPET mode - 32 bit
Power on by mouse - disabled
Power on by keyboard - disabled
AC Back function - Soft-off
Energy Using Products (EUP) - Disabled

Then, I also tried unplugging all the peripherals to see if there wasnt something wrong there. Still gives that issue.

I really am stumped now :(
 
What happens if you start up in safe mode and then shut down?

Tried that now, but no difference. If the BIOS flash does not change anything, I'm contacting the supplier
 
Try a different option for the 'AC Back function'.

Also enable ACPI 2.0 if that motherboard supports it - which I think it should.

I couldn't see an option for ACPI, but I tried the AC Back function in the 'soft-off', 'RAM state' and 'full-on' settings. No difference. Thanks for all the help guys, much appreciated!
 
I went through all those link you gave me, Stokstert, but I think it's more a hardware error than Windows...tried all those things but boggerol.

It isn't like a restart in the sense that the PC still supplies power to the components - it actually turns off but on again shortly afterwards. Maybe I should record a video and put it on Youtjoep for all to see - the posessed PC :D
