Both my OnePlus 7 Pro 5G (Android 10) and Nord (Android 11) have picked up a pretty annoying system pop up where on occasion when unlocking and going to Home Screen a pop up appears saying "app name" keeps stopping. Clicking close app makes it go away and has no apparent affect on the phone operation.

Anyone else seen similar?

I did find a thread on the OnePlus forums which seems to discuss the same or a similar issue but has no real conclusion.

If it has no effect on your phone operation, then perhaps just block out those dialogues for the time being:
Developer Options > Uncheck "Always show crash dialogue" and uncheck "Show backround ANR's"

Most likely caused by an update bug that needs to be fixed, so either try the above or do a full reset and or re-install previous Rom version.

Thanks, will give that a try.

Is it always the same app or usually a different app?

If you don't need that app running all the time, maybe stop it from autostart or running in background?
