If he picks up a second hand RX470/570 or something second hand to make up for that onboard graphics, the best on a budget would be a 480/580.

Oh frak, than it wouldn't work for video editing, the 8400t is a 6 core cpu though so it would probably fair a bit better than the mac. But you're on the right page I think, find a decent prebuild Dell/Lenovo/HP but ATX sized

you'll need a discrete gfx card. Though I'm sure it should be relatively okay just on CPU alone.
Discreet CPU would certainly be a big plus. I've done a few of the edits myself on my MBP (2016 i5) and that's worked quite well so I'm basing it off that experience. But I'm not exactly an expert on these things

The Dell has the 8700 right? That would give a nice boost, the 8400t is 1700mhz

Well the one built by Ponder wouldn't do badly, especially if you slap in a RX470/RX480/5 series. Seen those go for about R1000 to R2000 on Carb.
