Our church is looking to upgrade the PC used for audio and video editing. They're currently using an old Mac mini (2009) but this is now really struggling. What is your best suggestion for a R6500 budget (screen excluded). They've also got a 250GB SSD available (currently in the Mac mini).

You're going to have find a way of stretching that budget, 6500 will just get you a motherboard,RAM and CPU for basic video editing. Look at Wootware for the 1600 AF

The PC I linked is about the size of a big book.
Oh frak, than it wouldn't work for video editing, the 8400t is a 6 core cpu though so it would probably fair a bit better than the mac. But you're on the right page I think, find a decent prebuild Dell/Lenovo/HP but ATX sized

you'll need a discrete gfx card. Though I'm sure it should be relatively okay just on CPU alone.
Discreet CPU would certainly be a big plus. I've done a few of the edits myself on my MBP (2016 i5) and that's worked quite well so I'm basing it off that experience. But I'm not exactly an expert on these things

The iGPU on the Intel isn't exactly bad and you will be able to use Quick Sync which will speed things up a bit.

Ryzen 5 3400G is a option.

Pros:

integrated Vega 11 gpu is good enough for 1080p video editing.

Cons:

4 core with 8 Total threats vs 1600AF has 6 core with 12 threats
Cache: 6MB vs 1600AF is 19MB

The 1600AF + Gpu vs The Ryzen 5 3400G

Like it was suggested you probably need to go secondhand at that budget. If you could increase the budget I would suggest at least a 4GB graphics card like the 1050ti... and that would already take about 50% out your budget. But it would create

I'll have a look tomorrow but I don't foresee anything decent for video editing.

You still need a cheap ~R500 case (people have these lying around so ask & you might score one for free) & a GPU which you can get used on carb. You can carry over the ssd from the mac mini.

Second hand is probably the only way for video editing unless OP literally has the patience of a saint......

Well the one built by Ponder wouldn't do badly, especially if you slap in a RX470/RX480/5 series. Seen those go for about R1000 to R2000 on Carb.
