My company's looking to redesign their website rather urgently - anyone interested? If so, send me a PM.
 
A friend of mine would probably fall into what you are looking for if ASP.NET is acceptable?

That freelancer site looks pretty cool because devs bid against each other so you get it cheap :P

I think it's a great idea for both freelancers and businesses. At the end of the day you decide whether the CV of the person offering services is worth what they charge and it stands to reason that the cheapest will not necessarily get the job. I guess you also make a few regular contacts that way and can use them as you need. Potential for ad-hoc work for freelancers too - you can even bid on work overseas.

Think ebay for services. Can't tell if they have a rating system of sorts.

The average bids are incredibly low.

This guy wants to pay $30 - $250 for a site that "Must generate $80 - $100 per day".

I imagine there are plenty low ones, the more pop it becomes, the more people will realise you get what you pay for. Those who have the money can get better service providers. Quite simple really.
