This is ridiculous, WebPages won't load, IRC won't connect, and this is really becoming a problem. Does anyone have any info on this? Is it only affecting to capped users?

I got that problem when I was using a p2p program and tried to view a webpage or use mirc while the p2p program was still running.

My last bandwidth report (in triplicate) was on the 27th. It seems like you only get reports if you've disconnected since the previous report, but I might be wrong.
It also seems like I'm already capped, although I should still have about 80 MB left based on IPCop and the last report. The on-site bandwidth usage still indicates 167 MB left as in the last report.
IPCop and Smoothwall have both been fairly accurate on my usage thus far, within +- 20 MB.

yeah their b/w reports have no real structure to them. i think every user recieves like 3 one day then nothing the next... then like 5... except ic... i think he doesnt get any

Yeah, definately premature cappulation, FTP download that usually runs at 40 - 50 kBps is now going at < 1 kBps

Just spoke to helpdesk, and apparently they are aware of the problems, and their "technical guy" knows exactly how to sort them out...
