App building for dummies

What method or programs or language would you recommend for somebody with ZERO background that would like to build an app.
Basically it must be able to scan a barcode and provide info or populate form if new code.

I used it once way back in 2014/2013... But surely a Google Search can help you in this regard?

There are a gazillion ways to writing an app... From pure C++ to Kotlin.
Most Android devs use Android Studio. (Java/Kotlin)
I have no idea when it comes to iOS development...

Would recommend you make it a web app to begin with and see how it goes.

If you want to go native on Android, Kotlin. Android studio quite obviously.

If you want both ios and Android, look at flutter. Would rarely recommend developing for iOS directly unless this app already has a customer willing to pay quite a bit.

Android. With ZERO experience in anything close to programming, so the easiest plug and play method
