Apple Developer Account Payment Issue

Hi i have been struggling with an issue for a couple of months now, i have been trying to sign up for the Apple developer program with no luck. the sign up completes and when we to make payment for the $99 fee the payment is not successful, at first we did payment through the web it seemed successful but no money was deducted. Apple advised that we have to make payment using the App so we downloaded the app and enrolled and tried to make payment and we get an error that payment could not be completed and we should contact support. we have contacted support multiple times and the support has been very poor and the response time are ridiculous to say the least. i wanted to check with others what has the experience been like and what payment method has been successful for them.

I haven't had any issues using a card. Contact your card issuer and ask what the reason for the decline is

Sitting with a similar issue, eventually managed to enroll in the development program on the payment stage, making payment from web and submit, says order completed nothing goes of from the bank and no emails from Apple. Did you resolve your issue?
