Can anyone please assist or refer me to someone who is able to side load a internet browser onto the Apple TV 4K.

Use Xcode,you download the unsigned ipa online then side load it ,signing with your Apple ID though it will only be valid for 7 days. Otherwise you buy a 1 year subscription from Ipastore.

You can sign the IPA with Cydia Impactor, which has a Windows version. But you will need to resign every 7 days unless you have a dev account ($99 a year) in which case you only need to sign once a year.

He would still need Xcode to load the app wirelessly as the Apple TV 4k doesn't have a usb port.

You can use a virtual machine that has OSX. That would give him xcode as well of he needs to compile something.
