I built a frame for a garage door and got the building plan from the city of cape Town. An architect will draw the Frame on the plan but is charging R4000 is this excessive or their normal fees?

It depends how many hours goes into the work. An architect is there to do a design and sometimes more. You might want to rather approach a registered draftsman. Architects do cost more than a Draftsman.

People also don't always realise what needs to happen to just quickly 'add a frame'. Depending on the project and the scope of work he will most likely have to redraw the existing building. He might have to detail it on a section, calculate beam sizes etc. etc. All this take time. Time = Money.
