Probably if you're interested in getting a job at a company that values them? Some do, some don't give a fudge.
The OCA won't carry much value but you need it to progress up the ladder, like most of these things. It doesn't limit you in any way and isn't insanely expensive, I reckon it's worth a punt if Java / Oracle floats your boat.
Personally I feel their only value is landing a job. The main problem I have with them is if you get them now, in a year or so there are new versions of Java and Oracle and within a year or two, the old certifications are not really of value if it is not the latest and greatest.
I am in IT for 31 years now, and to me they were of little value.
