Ive got 2 modems one normal usb plug in one and on wifi one are they locked to they MTN network?

No. But you can't use the proprietary software to connect to another network. Gotta used 3rd party, at least that's how it was like when I last had one.

If they are Huawei modems then use Mobile Partner (from Huawei).

Else just use them on a router.
