Are there no data plans for 3g/HSPA+ connections?

I stay in an area that has no ADSL or LTE coverage.
But I do get a decent Telkom 3g/HSPA+ signal.
Apart from pre-paid, are there no other 3g data plans available?
I can't seem to find any.

Get one of the "LTE" data plans. It will just work at HSPA speeds.

So, if I buy my own LTE/3g/HSPA router and get one of those SIM only month-to-month LTE deals then it should work.
Instead of connecting to LTE, the router will connect to the 3g/HSPA signal.

in my area i get 1.3 Megabytes on my Huawei P8 Smartphone HSPA+ 3.8G
