Are these Router Stats Good or Not?

Perfectly adequate, you aren't too far from the exchange :)

(Hint: the higher the SNR the better, the lower the attenuation the better)

You're approximately 1 km from the exchange. The maximum your attenuation should be is 60 db and the lowest your SNR should be is about 12 db. The figures get closer to their limits the faster your line is, so at 384kb you don't want to be anywhere near these limits!

Using those figures you can approximate how good your line is and how far you are (approximately Attenuation / SNR) from the exchange.

The higher your attenuation, the longer your line. Up to 45dB or so should be acceptable. The lower your SNR margin, the noisier your line. This also drops quite a bit if your sync speed increases. You can see that as "available noise buffer" for lack of a better term.

had it dropped from 4MB to 3Mb due to the odd synch issue that would pop up which seems to be gone.
but i still have horrible speeds. I have tried some of my mates accounts ( yea yea i know ) to test and all have the same result of been horribly slow :(
I have had telkom check the exchange and they have told me that it is not overloaded and that there are no errors on the line.

That attenuation is brilliant. You must be almost right next to the exchange. However, you have a noisy line. It may be possible to boost this beyond 3Mbps, but it will depend on the noise margin if it can be done. If it drops below 12dB you will likely have no signal left.

For reference, here's mine:

Up Stream 635 kbps
Down Stream 6143 kbps
Attenuation Down Stream(db) 46
Attenuation Up Stream(db) 28
SNR Margin Down Stream(db) 11.8
SNR Margin Up Stream(db) 11.8

Possibly. You may want to monitor if your SNR margin changes during the course of the day, or when you are having issues. Although with 19 dB your line should be stable.

Weird thing that I saw is some times my attainable rate is over 15000kbs but quickly falls then back to 6000+kbs
 
Good SNR although a bit far from your exchange. I reckon u could bump up the speed a bit if u wanted

Yeah the weird thing is Im really not that far from the exchange. I reckon less than 2km because I know where it is.

i have tried different accounts from MWEB, and Openweb. I can hardly do any web browsing or downloading HTTP or even p2p.
Called telkom they tell me it is not the exchange as there are no issues on the line. and that is an ISP issue.

The stats in the OP picture is actually just fine.

Post a taceroute, it sometimes help spot problems with line or exchange problems.

Mine is on 37 down with 45 snr.
