Are Traffic Fines Still Valid

Hi All,

A few months back I heard that the Post Office is still owed a substantially large debt from AARTO. This means that most people will not receive their summons or traffic fines through registered mail.

However we still see JMPD with their speed cameras trying to fine people.
Will all these fines be invalid if you never receive them?

When I had to go and renew my drivers licence you have to pay off all your fines otherwise you cannot renew!
This does not make any sense!

Has anyone heard or had to deal with such situations?

Nah they're not.

You can use them as fire lighters now, even the new ones you get. Nobody cares about paying them anymore... even JMPD are just using it as sheltered employment. You are even allowed to swear at the Traffic Officers and call them names, its part of their jobs to take the abuse.

Of course you have to pay your fines before renewing your license, I thought that was obvious... No pay outstanding fines, they revoke your license because you clearly cannot drive. After you've paid all those problems go away.

I cannot understand this. I hear people saying this all the time, yet not once did I have to pay a single fine, besides the fine if the license has already expired.
 
Drive with more care and attention and don't get fines?

I paid the an Ekurhuleni fine I got (131 in 120 zone) I got the other day. First fine since like 2013...

Especially if they can become Youtube sensations as a result of a cocky cellphone wielding prick trying to be a lawyer or a victim of some sort.

Traffic fines are issued per municipality. Is it possible that the fines that appear on your vehicle licence renewal only relates to the city that the car is registered in?

I mean, I stay in Jozi and if I pick up a fine in CT that won't appear it will? So I wouldn't have an issue renewing?

Theoretical question, I can't remember when I last had a fine.
 
Only when there is a summons will you be required to pay the fines first.

No, a summons is a demand to appear in court and defend yourself. It's part of the due process, and you are not guilty until you either admit guilt or the court finds you guilty. An outstanding summons is not an issue at all for renewing your license.

Could have a point here. I had two summons issues, in bitou and guateng when reregistering and didnt have any issues. That said, those fines have subsequently been cancelled it seems. Unable to deliver summons in a certain amount of time I imagine.

Don't think that would make a difference. eNatis is a national database, and I'm pretty sure that if a municipality can add a fine for one car they can add it for any car.
 
Since JHB and PTA aare on ARTOO, and the vehicle license system might also be linked to ARTOO in a way, they could be linked and that's why some have issues.

Would be wholly illegal.

Well, they've been doing it nonetheless.
Last time we went to PO to renew our car licence we had to go to the Traffic Department and pay some fines.
Seems the PO system was not enabled to print out the licence if there were unpaid fines. We had no warrent, just a couple of fines.
Now I'm aware that this is illegal, but the PO was still doing it as recently as this year.
 
I have many outstanding fines from years and years ago up to today.
There are summons against most of those fines.
I only pay fines I sign for when the guy comes to my front door.
I have never, ever not been able to renew my car registration OR even most recently, my drivers license.
 
So what are you going to do? Spend tens of thousands on a lawyer and case?

No, just go to the licensing bureau itself and get the license.

Post Office must have different business rules that stop the printing of the license if there are fines. (although this seems to differe between provinces since KZN doesn't do this)
