Four organisations are launching a class action in the Cape High Court against producers found to have colluded in fixing the price of bread, the Black Sash said on Monday.

My suggestion - instead of fining them some arb amount fix the price of bread at R1 less per loaf for a fixed period. Thus they're forced to plow back some of the profits they made by colluding & consumers benefit for having being overcharged.
