A lot of those civilians cheering for him is doing so out of fear. They admitted as much in a recent news report. Arming them would probably hasten his eventual downfall. But he's bat**** insane and delusional, so you can't really expect anything else from him.

For the last 25 odd years I've always seen it spelled as Gaddafi. Blame stupid reporters that didn't pay attention in grade one English.
