Assigning ports:

My exchange has had ports available for the last 2 weeks now, but every time I phone to find out what's up they give me the same story about a port project and that they need to assign ports. While I can understand a delay if there are physically no ports available, why on earth does it take so long simply to assign a port? Also, what exactly is a "port project"?
 
Whew 33 page views and no answers, does this mean that the whole "assigning ports" thing is one of those vacuous Telkom terms that nobody knows what it means?
 
I have the same problem. Applied near the end of last month. I phoned yesterday and was quite rudely told
"We have told you on numerious occasions that the project will be completed on the 31st August, phone back on the 1st"
