Could someone please explain to me what Astraweb is. I see its a news server, however, I have no clue what this is... Seems to be quite popular amoungst the community here.

Ok I read that still not too clued up, that just explains how to choose the right one. I gather it's used for P2P. Is it similar to a torrent search engine? If so why pay for a service like this if one could use a free torrent search engine?

Yes, and there is no sharing involved.

But note, that if you download the PAR files that come with every release it can push up your download usage. Only download the PAR files that you actually need after checking. Unless you are on uncapped in which case, never mind!
