Sounds similar to the 0800 numbers that were going around for Dial-up at one time...
You dial out, system picks up and seemlessly rings you back without you noticing, thus incurring the charges. I could be wrong, remember hearing that these worked in such a way.
 
No, but they offer "internet" access. Looks like through dial up. Can this be?!

I think you need to download some software. Does anyone use this? Or know of someone that uses this?

Server Callback ... alot of companies used it in the "olden days" ... as a consultant or whatever you will dial in to your own company's modem bank, and it will initiate a callback ... QED VPN :D

thats it :) i abused these back in day - once stayed connected to one number for almost a month... nothing ever came of it..
