I know AT&T have their problems, but even so I wonder if our mobile networks even have procedures like this in place.

More than likely it would be a case of: "Eish, the network is down. Oh well, let's catch a round of golf."

But on a serious note - Telco networks are built with massive redundancy. Between 2 and 8 times duplication on all critical network components and normally this is in multiple geographically diverse locations.

Most of the South African operators have networks designed to standards equivalent to most of the rest of the developed world. We also have the most reliable and most redundant networks on the continent.

South Africa is also far less prone to natural disasters like tornados and earthquakes which is a standard part of business continuity on the USA. But there are disaster plans in place on the South African networks - they just don't tell you about them.
