Audio Issue (Surround Sound)

Hey guys, I'm having trouble setting up surround sound.

Just to confirm, I have a sinotec 5.1 system and a skyworth TV.

I am connected via Arc (HDMI)

In my "Digital Audio Out" settings on the TV I have PCM...if I select dolby digital etc there is no sound at all.

When I play Netflix I don't see the 5.1 option for sound however when I set the dolby digital on then I see the option but there's no sound.

This doesn't make sense to me..

Not sure how to even test surround sound, i have tried the youtube vids that give those "test videos" but all speakers do give off sound.
 
It's up to the manufacturers to decide which audio codecs to implement through ARC. Check if your receiver also supports Dolby Digital through ARC. At minimum they need to support 2 channel PCM through ARC. I know this kind of defeats the purpose of ARC. I've had the same issue before with a Yamaha soundbar and a Samsung TV.
It's also possible that the "Digital Audio Out" setting is shared between HDMI ARC and the optical output on the TV and they didn't bother to grey out unsupported formats for ARC.

Does your TV also have an SPDIF optical output? If it does then connect an optical cable to your receiver instead. That is guaranteed to support Dolby Digital.
If the TV doesn't have on optical output then you could get a device that splits HDMI into HDMI video and optical audio, but some of these might also only report 2 channels.
